Maybe the concrete under your garage door has been deteriorating, or maybe your house has been simply settling over recent months. Whatever the reason, if the concrete under your garage door is otherwise structurally sound, you could relevel the surface by pouring more concrete or using a specialised product that can help you raise the floor where required. This product could be a self-levelling compound, floor levelling screed, or a concrete patch repair kit. All of these can be used to fill in dips or build up low areas to create a more even surface for sealing.
Keep in mind, however, that any floor issues more serious than cracking or shallow dips should be handled by professionals as more extensive repair is likely required. Attempting to repair it yourself may result in damaging the floor further.
If you have an automatic door, have a look at the closing limits of your garage door opener. These switches are used to define the final point of your door closing and are usually set up at installation. Adjusting those could help make sure the door goes down completely, closing some of the gaps. You can do this by using a screwdriver to move the ‘down’ limit switch adjuster on the side of the door, turning it counterclockwise. Use your remote to test how far the door closes after each turn until you’re happy with the result.
If your floor is indeed uneven, this method will likely not fix the problem completely, however it will contribute to a proper seal if combined with some of the other solutions suggested.

This type of seal is glued to the garage floor using fixing adhesive and creates a raised barrier that prevents water, dust, debris and pests from entering. This solution works best in combination with a larger garage door bottom seal, as the two work together to maintain a tight fit, closing any gaps that might be present due to the floor being uneven.
